Social Security disability

Disability benefits in Oregon

Social Security rules are the same in every state. This page covers what is different in Oregon: who decides your claim, state money added to SSI, Medicaid, hearings and free help.

You have 60 days to appeal each decision, plus 5 days for mail.

Who decides your claim in Oregon?

Disability Determination Services (DDS)

After you apply with Social Security, this state office reviews your claim. It decides if you meet Social Security's medical rules for disability. Social Security checks the other rules, like work credits and income.

Does Oregon add money to SSI?

In-home supplement (Oregon Supplemental Income Program Medical, OSIPM special need)

Oregon pays $22 a month to some people who get SSI. It is for people whose only income is SSI and who get in-home care services. These are home and community-based in-home services or State Plan Personal Care. They come through Oregon's Medicaid program for older adults and people with disabilities (OSIPM). It is not added to every SSI check.

Paid by: the state

WhoState partTotal per month with SSIEffective
Person whose only countable income is SSI and who gets in-home care services through Oregon Medicaid (OSIPM)$22$1,016January 1, 2016

The total uses the federal SSI amount for that living arrangement. For people living on their own, the federal SSI part is $994 a month for one person or $1,491 for a couple in 2026. In another person's household or in a medical facility it is less.

How to apply
Social Security does not pay it. The Oregon Department of Human Services (ODHS) Aging and People with Disabilities (APD) program handles it with your in-home services. Ask your local APD or Area Agency on Aging office, or call the Aging and Disability Resource Connection at 855-673-2372.

Medicaid in Oregon

Oregon's Medicaid program is the Oregon Health Plan (OHP). Social Security does not sign you up for it. You apply to the state (ODHS) online at benefits.oregon.gov or by phone. If you get SSI, the state treats you as meeting the income rules for its Medicaid program for older adults and people with disabilities (called OSIPM).

Medicaid for working people with disabilities: Employed Persons with Disabilities (OSIPM-EPD)

This program lets people with disabilities who work keep Medicaid. You must have a disability under state rules and a job. Your adjusted earned income must be at or below 250% of the federal poverty level for one person. If you lose your job, you may keep coverage for up to 12 months in some cases.
