Social Security disability

Disability benefits in Missouri

Social Security rules are the same in every state. This page covers what is different in Missouri: who decides your claim, state money added to SSI, Medicaid, hearings and free help.

You have 60 days to appeal each decision, plus 5 days for mail.

Who decides your claim in Missouri?

Disability Determination Services (DDS)

This state office decides the medical part of your Social Security disability claim (SSDI and SSI). Social Security checks the other rules, like work credits and income. DDS contacts your doctors, hospitals, schools and employers to get your records.

Does Missouri add money to SSI?

Supplemental Nursing Care (SNC) and Supplemental Aid to the Blind (SAB)

Missouri runs its own programs. Supplemental Nursing Care (SNC) gives monthly cash to people age 21 or older who are aged, blind or disabled and live in a licensed residential care or assisted living facility. It helps when your income is less than the facility's cost. SNC pays up to $156 a month for residential care or up to $292 a month for assisted living, plus $50 a month for personal needs. In a non-Medicaid intermediate care or skilled nursing facility, it pays up to $390 a month if you need nursing-facility care. Supplemental Aid to the Blind (SAB) gives a monthly cash grant and MO HealthNet to some blind adults who apply for SSI.

Paid by: the state

WhoState partTotal per month with SSIEffective
Supplemental Nursing Care - person in a residential care facility (maximum facility payment; plus a $50 personal needs allowance)$156$1,150July 2026
Supplemental Nursing Care - person in an assisted living facility or residential care facility II (maximum facility payment; plus a $50 personal needs allowance)$292$1,286July 2026
Supplemental Nursing Care - person in a non-Medicaid intermediate care or skilled nursing facility who needs nursing-facility level of care (maximum facility payment; plus a $50 personal needs allowance)$390$1,384July 2026

The total uses the federal SSI amount for that living arrangement. For people living on their own, the federal SSI part is $994 a month for one person or $1,491 for a couple in 2026. In another person's household or in a medical facility it is less.

How to apply
These payments are not automatic with SSI. You apply to the Missouri Department of Social Services, Family Support Division. If you already have MO HealthNet, send the MO HealthNet Application Addendum and check the box for Supplemental Nursing Care. You can upload it online or take it to your local FSD Resource Center. If you do not have MO HealthNet, apply for it first.

Medicaid in Missouri

Missouri's Medicaid program is called MO HealthNet. Missouri uses its own, stricter rules for Medicaid. Getting SSI does not give you MO HealthNet by itself. You must apply to the Missouri Family Support Division. If your income is too high, you may still be able to get Medicaid with a spend down, where you pay some medical bills first.

Medicaid for working people with disabilities: Ticket to Work Health Assurance (TWHA) Program

TWHA is MO HealthNet for people with disabilities who work. You must be 16 through 64 and have a job with Social Security and Medicare taxes taken out. The income limit is $3,990 a month for one person or $5,410 for a couple (300% of the poverty level), but not all income counts. For example, all SSI payments and the first $50,000 of a non-disabled spouse's yearly income are not counted. The resource limit is $6,220.50 for one person or $12,441.00 for a couple. All retirement accounts are not counted. Some people pay a premium.
