Repairs in Oklahoma

The landlord's duty
The landlord must make all repairs needed to keep the unit fit and habitable; keep electrical, plumbing, heating, air-conditioning, appliances and elevators working; keep common areas clean and safe (not for single-family homes); provide trash containers (not for one- or two-family homes); and supply running water and reasonable hot water (unless separately metered or a single-family home). 41 O.S. § 118.
How to ask for repairs
Your rights only start after you give the landlord written notice of the problem. For serious health or safety problems, you can also give a written notice that the lease will end in at least 30 days unless the landlord fixes the problem within 14 days.
Repair and deduct
Allowed for repairs costing no more than one month's rent. Give the landlord written notice that you will fix the problem at the landlord's expense after 14 days. If the landlord does not fix it in 14 days (or faster in an emergency), you may have the work done properly, give the landlord an itemized bill, and deduct the actual, reasonable cost from rent. If the landlord fails to supply heat, water, hot water, electricity, gas or another essential service, after written notice you may buy it yourself and deduct the cost, sue, or move to substitute housing and stop paying rent for that time. 41 O.S. § 121.
Withholding rent
No general right to withhold rent. Use repair-and-deduct, or the essential-services remedies, after written notice. Otherwise you risk eviction after a 5-day notice.
Law
41 O.S. §§ 118, 121

Landlord entry in Oklahoma

At least 1 day's notice, and entry only at reasonable times, except in an emergency or when notice is impracticable. The landlord may not use access to harass you. You may not unreasonably refuse entry for inspections, repairs or showings. 41 O.S. § 128.

Retaliation in Oklahoma

No general anti-retaliation statute. A landlord may not refuse to rent to you or retaliate because you ended a lease as a victim of domestic violence, sexual violence or stalking (41 O.S. § 113.3).
