Minnesota property tax appeals by county
The county assessor values every home in the county each year. Your city or town council usually acts as the Local Board of Appeal and Equalization (a board that hears appeals and evens out values between homes). Some cities and towns hand that job to the county, and then the county board hears the appeal in an open book meeting. Some cities, such as Minneapolis, run their own assessing department.
